Kathay Feng serves as Senior Deputy of the Policy and Program Compliance Division at Los Angeles County Registrar-Recorder/County Clerk. She heads the Department’s Legislative and Intergovernmental Affairs, Language and Disability Access, and Campaign Finance and Proposition B programs. Additionally, the Division coordinates all Youth and Student Worker activity, and policy-related research engagement for the Department.
Prior, Feng served in the U.S. Department of Justice as Senior Counsel in the Office of the Assistant Attorney General for Civil Rights where she provided strategic oversight of the voting and federal coordination and compliance sections.
Feng has held more than two decades in leadership positions advancing voting rights and government transparency, both nationally and in the State of California. At Common Cause, she was Vice President of Programs and National Director of Redistricting and Representation, nationally, after serving as Executive Director for California Common Cause. She started her career in public service as Director/Attorney of the Voting Rights and Anti-Hate Crimes Unit at Asian Americans Advancing Justice (AAAJ).
Throughout her tenure, Feng has helped build more inclusive, transparent and responsive government, spearheading successful campaigns to reform redistricting, voting, and campaign finance in California and across the country. Feng was a founding member of the Future of California Elections collaborative and a Board appointee to the Los Angeles County Commission on Human Relations in addition to service in numerous other community leadership roles.
Feng holds a law degree from UCLA School of Law and received her undergraduate education at Cornell University. She maintains Bar membership as is admitted to practice law in California and before the United States Supreme Court.
